Corrections and law enforcement staff are essential elements of an effective criminal justice system. This “Basic Criminal Law and Procedure” course will address basic concepts and definitions in criminal law, as well as elements of the constitution and rules of procedure.

This two-hour course will address constitutional elements, including the United States and the Minnesota Constitution.  Procedural requirements and the Minnesota Rules of Criminal Procedure, as well as state statutes, will be covered.  We will look at the workflow of a case and how things work within the criminal justice system, including what a 36-Hour Rule and a 48-Hour Rule mean. Mental illness in the criminal court system, crimes within a jail, and victim rights will be addressed.

While this course is applicable to anyone working in law enforcement, it will address basic concepts and rules of procedure that most directly impact the duties of custody and other jail staff.

Instructor

Attorney Rick Hodsdon is retired from the Washington County Attorney’s Office in Stillwater, Minnesota. Rick handled numerous aspects of the office, including data practices, HIPAA, the sheriff’s office, personnel matters, criminal prosecution, and civil litigation.

Rick has been the Minnesota Sheriffs’ Association’s legal counsel since 1987. He is on the faculty of Northwestern University Police Command School and teaches criminal justice issues throughout the United States. Rick has a J.D. and Master’s Degree in Public Administration, and he is admitted to practice before the courts in Minnesota, the 8th Circuit, and the U.S. Supreme Court.
